I'm not sure if anyone can delete threads ( or if it's a site member feature)
but, to delete a thread, look at the thread and see where it says "thread tools", it will give you a drop down menu and from there you can chose to delete thread.
Ratings: in the same area as the above, you'll see a tab that says "ratings". Anyone can rate your thread.
