Rack and heat question

Well my fiance is going to be making me a rack for my snakeys so when i move to Oregon they will have a nice home all ready for them. He was going to use Cedar wood for the rack....would this be ok to use? Also what would be the best way to heat the rack...heat tape? And if so can someone explain how exactly to place it? Thanks
