Question Questions about pee.

I feel like a pesky little kid around here with all of my newbie questions, but here I go again. Why is snake urine dry? When I find a pile of #1 & #2 in the tank I clean it up. The #2 (feces) comes right up but the #1 leaves a 'dusty trail'. I will moisten the paper towel I use to clean the mess but it still seems to leave a smear.

This begs my next question. How important is it to really get this spot of #1 & #2 up? The substrate that I am currently using (cage carpet) is, for the most part, very clean. There are just a couple of spots you can see where the bombs were dropped . But do these areas cause any kind of health risk in the near term?
